Once a Temporary Restraining Order has been granted, if the plaintiff changes their mind can they back out before the hearing?

Who is going to complain if you do not enforce the TRO? So you can drop the hearing to make it permanent or review whether it will continue. But you should seriously consider if there has been any assured changes in the other person in such a short time. Most people do not change their behavior because they either think it is right or don't really care what others think. Do not jump back into the fire without havilng some protection [which is what a TRO is].
