Tenant is housing a previous tenant who was evicted

A tenant was evicted 6 months ago. After serving them notice, they maliciously stayed in the home and did $4000-$5000, while forcing us to file an unlawful detainer. After the Writ of Possession was served and they were removed, they stayed away up until a week ago. Another tenant towed their RV and parked it out front. The previous tenant is now staying with him. We have called the police and nothing was done. Short of filing a restraining order, is there a speedier way of getting him out of here? We don't want them around here, not only because of the damage they did to the rental, but they also deal drugs. Please help. Also, what can be done with the tenant who is housing them?

is there a lease or rental agreement preventing you from evicting them all?
