Tenants Rights Living in a Marina

Can a Harbor Master be held accountable for removing and disposing of personal property that has been there for the last 6 years. Our slip is and always has been paid for. Our boat hasn't been in the slip for the last couple of months but our rent was paid including live a board fees. Is a Harbor Master responsible for the removal and the contents? Aren't our rights violated ?
