vegas scam

my cousing has missed every deadline to pay me back for a loan used to buy boxing tickets. i flew out to vegas to give me the $27k. i live in santa monica, he kinda lives in vegas. how do i sue him from here? can anyone help?

In general, you will sue the defendant where he resides, unless you have a contract that provides that venue should be somewhere else, such as your County of residence, in this case, Los Angeles. You could also sue him here, arguing that the contract was formed here. But given that you indicate that the transfer of money took place in Las Vegas, and the cousin "kinda" lives in Las Vegas, presumably, venue is appropriate in Las Vegas.

That means that you likely must sue him in Las Vegas.

The real question though is whether you can collect.

You may be able to sue him here and serve him in vegas. Does he have assets? Do you want to hire an attorney hourly to assist you?
