Verbal contract via email
I purchased & paid for a car from my niece who lives in California.I needed the car to find employment. I've been unable to due to the following situation. The car has Cali plates and has been in Memphis,Tn. I relocated back to the states recently from overseas. I paid for the 2009 tags online, $2500 in needed repairs and $500 for the car by Aug 12, 2008.Since this verbal agreement and final payment I still can't get my niece to forward any paperwork as promised or even answer emails or phone calls. At first she was full of excuses why she hadn't mailed the paperwork. Recently California DMV tells me theres a lien on the car. I have the car here in Memphis now, they parked it in front of my house in March 2008. I also have a copy of all the emails regarding this matter. My last email was about 10 days ago, still no answer. What are my options? Do I have to go to California to deal with this?

You might have to pay off the lien before you can take control of the vehicle. You could hire a CA attorney to sue your niece. There is really no need to come to CA unless you want to pursure this matter without an attorney through small claims court. You'll need to file a complaint and have it served on your Niece.
