I won a small clim case and the defendant has appealed the verdict can I proceed with a lien on the property of the defendant

You mean the defendant has appealed the small claims judgment. Verdicts are given by juries, and small claims cases are not jury trials.

Enforcement of a small claims judgment is stayed (put off) until the time for appeal expires (30 days after entry of judgment). If an appeal is timely filed, it is stayed pending resolution of the appeal.
