Legal Question in Health Care Law in California

Can a hospital send you home while you are still bleeding because you have aids and just gave birth to twins? My neighbor had a premie birth indused by the hospital and then she had some surgury done still hemeraging they sent her home! She is coughing up blood and it is coming out in her vagina as well.Why would they send her home except to bleed to death! Is this proper proticall for our hospitals here or are we in Irac now. Can you help me? Help her? They told her they would have to do the birth c-section and then induced labor. Her t-cell count is 0 and it should at least be 3 before they released her from the hospital. She may die in the night because she is so weak and frail. What can I do to help her? They sent her with no meds for pain or aids.
