Can a physcopath live alone in an apartment
I live in an apartment and there is a guy that is a physcopath and has threatened other tenants and has been taken away by police several times. What can a tenant do in this case?

If you legitimately feel threatened, you should provide the apartment manager and owner with written notice of the FACTS (not opinions or lay-medical diagnosis) that provide the basis for your fears.
