Retroactive fees

Hi,

Kaiser Permanente charged me a retroactive fee worth one month of coverage on my very first bill (previous monthly bill: $0 + current monthly bill: $239 + retroactive fees: $239 = $478 total). I discontinued coverage after 8 months, but I paid for the 9th month, which they told me that I will be refunded. The bill for the 9th month came saying that I should be credited $478 (previous monthly bill: $239 - previous payment: $239 + current monthly bill:$0 - current payment: $239 - retroactive fees: $239 = -$478 total). They only refunded me $239. When I called them, they said the negative retroactive fee was in error. Is this even legal? Are they allowed to charge me for that first month's retroactive fee? What are retroactive fees? Thanks.
