violation oF hepa law

I am a widow and the nurse who attended to my husband in the hopsital gave a declaration under penalty with out a supeana during the will contest about his hospitalization stay prior to his death . I did not give her a release of information nor did she have authorization .I think she violated the hipa law? what do I do
