can a 18 yrs old make a petition for legal residence to his wife?

i have a friend that came from Dominican republic in 2001. now she has a boyfriend n his a USA citizen. shes also expecting a baby from him so therefore they thinking on getting married soon. can he being 18 make the petition for legal residence to her after dey get married . or he has to be 21 to make that petition? does expecting a baby makes a difference?

18 would be fine although he'll need a joint-sponsor if he does not make enough income.
