Adopting a nefew

I wanted to know if i can adopt my adult nefew but he is not a US citizen. He was had a horrible childhood and we would like to bring him here to the USA legally and make him a part of our family.

He's way too old to be adopted, as far as bringing him over here as a "child" of yours. The main problem is that the adoption must have occurred before the child is 16.
