Legal Question in Immigration Law in California
I am an American citizen and I want to marry my filipina girlfriend in the Philippines. Is it required to get a permit from the US Embassy in Manila to marry her? and What if we decided not to get a permit is it legal to do so?

If you choose to bring her to the Untied States to marry, you will first need to apply for a fiance visa, which takes several months. If you get married in the Philippines, she will have to remain there & Consular Process her greencard case, which could take up to 1 year. Either way, I would highly recommend seeking competent legal representation & not attempt to do it yourself. Good luck!
