applying for CA marriage license

Can a b1/b2 visa holder (my fiance) & a US citizen apply for a marriage license immediately upon arrival of fiance or does fiance have to reside in the US for 60 days prior to obtaining a marriage license?

She should wait atleast 2- 3 months for marriage license.
