Applying for H1B visa with valid J1 Visa

Hello,

we have a J1 Trainee on Carrier Training USA Program sponsored by InterExchange.

A month ago our H1B petition has been approved which means a new status will take place in October, 1st.

We want him to go to Russia and apply for H1B Visa so he will be able to travel abroad for business purposes during his stay in the USA.

Will he be able to reenter the US (on still valid J1 visa which expires in December, the 15th) in case his H1B visa is denied?

He does not need to go back now...he should go back after October get his passport stamped and come back. If it is approved it is seldom rejected by the consulate.
