Can anyone who has a approved petition from 2005 to 2010 can NOW apply for work authorization? Just announced on the TV last night

If you mean an I-130 petition, you can only apply for EAD benefits if you are eligible to file your I-485 at this time and this depends on the preference category you are in and whether or not a visa is available. You would need to supply more information for an answer and I would suggest you speak with an experienced immigration attorney. USCIS/DHS does not make official announcements on television so I would be careful of whatever information you received.

Hello:
What they announced is that 4th preference petitions can be approved very quickly. However, this does not change the priority date.
