You have to obtain a valid work permit (I-765 approval), which is usually filed with a green card application, in order to get a social security card and driver's license.

Depending on your immigration history (i.e. whether you entered the country legally and are in valid legal status), your husband may be able to sponsor you for an immigrant petition. However, it may take several years before you may be able to file for a green card (which also depends on when your husband can become a citizen) and work permit in order to get your driver's license.

Depending on other facts, you may qualify to apply for a green card through another family member, employment sponsorship, operating a business, or other ways.

I'm wondering why you were not included in his application and if you now have to wait years to get your green card. But to answer your question, no it's not necessary to have a green card to get your drivers license, but you do need to show you're in legal status.
