Child Status Protection Act

In May of 2001, I filled form I-130 for my spouse and two children. Their priority date has become current; however, my two children are over 21 years of age. I have read on a law named Child Status Protections Law or more commonly know as the Patriot Act. However, I am not sure if my children meet the requirements for this law. The approval notice contains the following dates: Receipt date: May 17, 2001, Priority date: April 23, 2001, and Notice date: July 21, 2005. My son’s date of birth is August 29, 1981 and my daughter’s date of birth is January 08, 1984. Can you please tell me if they qualify and how you out whether or not they qualify?
