Citizen marrying a non- resident

What is the correct procedure to be followed when a citizen marries a non- resident of the us?

There's no special procedure. This is a popular misconception. To marry a foreigner, the same requirements of civil marriage of the state of residence (in this case, California) are followed as if marrying a citizen.

The US citizen spouse can then petition for the foreign spouse for permanent residence (green card).
