I'm a US CITIZEN. can I petition my fiance, his brother, his father & his mother at the same time? Thanks

As I stated previously, you cannot petition your fiance's or spouse's family. Once your fiance becomes a U.S. citizen, s/he can petition his/her own family members. For more information, please see www.uscis.gov, www.travel.state.gov.
