Legal Question in Immigration Law in California

Is it better if I become a citizen first, then petition my wife from a foreign country? What forms will I need to send to USCIS in the first submission?

You can always apply for your wife now as a legal Permanent Resident, and then when you become a citizen, you can upgrade the petition. I would encourage you to apply for citizenship though as soon as possible, as the processing time is very quick these days. Yes, absolutely, as you will save yourself at least five years. The form for your citizenship is the N-400. Thereafter, you'd file an immigrant petition and application for adjustment of status consisting of a package of materials (usually about 50 pages or more) of several forms and documents. Each case it a little bit different, so it's not possible to tell just exactly what is needed without a closer look.
