i am US citizen my sister from India has filled petition for blood relation visa on october 2004,i would like to know which year i will get any notice?

If you are stating that you filed an I-130 petition for your sister in India, then the F3 category, as of October 2012, is processing cases filed in May 2002.
You can check the visa bulletin every month at the U.S. Department of State website to see the movement of the F3 category for India. However, it does not necessarily move in real time, meaning, her priority date may not become current in 2 yrs, 5 mos.
