I am a U.S. citizen but my wife is a foreigner and is currently in her country. What is the best way for her to come back and become a legal resident?

You start by filing Form I-130 with USCIS. Once approved, the NVC will send you instructions on what to file so that she can apply at the U.S. Embassy for her immigrant visa ("greencard").
