Legal Question in Immigration Law in California

I would like to know the consequences of the following situation please. If a person is caught shoplifting at a store, their name, address and SSn was taken. No cops were called. The person was told a civil demand notice will be send to their home that they need to pay for. Will this affect their green card processing? Will this also affect their re-entry in to the US if they leave on vacation? Please assume they want to pay the amount of the notice.
