Converting ''v'' visa to green card

3 years ago my parents came here with green card. My brother who is turning 21 in October, 2002 is currently in the USA in ''v'' visa. What would be the easiest and quickest way to get him green card?

There's no conversion. The reason a person has a V visa is because another close family member has petitioned him already for a green card. Depending on who petitioned for him, if he turns 21 then he would not qualify anymore. If a person's parents petitioned directly for him or her three years ago, the waiting list for sons and daughters over 21 is currently at least 9 years before they can adjust to a green card.
