Correcting B-Day Year
my father immigrated to the U.S as a legal resident through his brother in the 60's. all of the paperwork submitted took 4 years off my fathers age. biologically he is 62 legally he is 58. Can this be fixed. the concern is his retirement.

Well, it depends on the documentation and whatever rights he might otherwise give up. Legally he is the age that he truly is. If his official documents are otherwise, then you could have a problem explaining why there is a discrepancy and why it wasn't fixed before now and why in the first place was the date not right. It might not be worth switching or it might be, just depending on the details.
