Legal Question in Immigration Law in California

My cousin is currently in Brazil. He wants to attend public high school in my town next year. What visa must he apply for?

He would apply for the F-1 student visa in the U.S. consulate in Brazil near him. There are many requirements, including the one that he has to reimburse the school district of the costs of providing the education to one student such as himself for the period of his attendance.
