what is the best way for my cousin who is gay to be with his boyfriend in guam? Is their any law againts it if his boyfriend want to petion him from philippines?

Unfortunately, Immigration does not afford same sex couples the right to petition for one another.
The boyfriend could come over to the U.S. under an employment based visa.
