Legal Question in Immigration Law in California

Can my dad re-enter the U.S. after being deported 2 times? My mom became a U.S. citizen after his first conviction.

He entered illegally in 1987

He had a green card or visa while he was here.

was deported in 2004 after 17 years of being in the US because of a criminal conviction 288(c) (1).

My mom became a U.S. citizen in 2010.

In 2008 he returned illegally because my mom was pregnant again.

He was deported in 2009 again for being here illegally.

All together they have 6 kids 4 are US citizens and 6 grand children.

My plan is to apply for the waiver i-601

His whole family is here including his brothers and sisters.

My mom is planning on moving to mexico to make their marriage work.She would leave my little 6 year old behind to stay in school and would have to sell their house and hear cleaning company of 20 years would close.

If the 10 year ban applies then could I apply in 2019?

Also if we were unable to succeed.... Could he just get a temporary visit pass? If that exists. Just to come visit his family instead of ALL of us going to mexico which will be really hard to ever do.
