Legal Question in Immigration Law in California

Being in debt but wanting to stay in the US

I am inquiring about the immigration law. Friends of mine are currently citizens of Holland, the Netherlands. They are two brothers and both are over 18. One is 21 and the other is 22. Their goal is to come to the US and eventualy become citizens of our country. The only catch is that one of the boys (the 22 year old) is currently in debt. He began his own buisness and lost profits, now he must pay off his debt of 20,000 dollars. My question to you is how can they come to the US? Would they be able to stay in this country if they choose to? What can I do to help them? Can they come to this country and work off his debt in the US? Can he move to another country if not the US? Any other information to help the boys reach their dream of becomming citizens of the US would be highly appreciated. Please keep in mind that the situation for each boy differs. For one is in debt and the other is not. I understand that retrieving information is the first step in helping these boys. I will also look into lawyers if I know that they may have a way to help us in our situation.

Unless they already have family here that can petition them in they are probably out of luck. more detailed information is needed.
