Legal Question in Immigration Law in California

If I am on F1 and I apply for H1 in april and it gets approved to start from Octobeor 1st. due to some reason I change my university in summer, is the H1 approval still valid to start from October 1st ?

Yes. As long as you are in valid F-1 status when you apply for the H-1B visa, there is something called a "cap-gap" that allows you to remain in the United States until October 1st, assuming the petition is approved.
