File I-130 with spouse in country or out?

Hello

I am a US citizen planning to get

married with a British national. She

currently is employed in Taiwan but is

planning to move here when her

contract expires.

What would be the fastest approach to

her obtaining her residency status so

that she can work here? Would it be to

marry here when she comes on holiday

and have her file upon return to taiwan

or for her to enter on visa exemption

tourist visa when her contract is up and

then adjust status?
