Filing GC from a State, where its is fast

I have a Company in California with turnover in couple million. I wanted to apply Green card of some of my employee. Since it really slow in California. Can I open a nonfunctional office in state of Montana (Get a mail box or something or work with a lawyer) and apply for green cards of my employees or there is any other state you can suggest Pls. Advice. Thanks Sri

That would probably be considered fraud and you could end up losing any immigration benefits that you acquire at a future date.

Opening a non-functional office is fraudulent; your best bet is to apply using the CA office at the Service Center.

You need to file it in California. As you know there are several initiatives Government will be undertaking in the future to process Labor Certification lot faster. Long anticipated PERM regulation is not happening but something similar will be in place.
