Legal Question in Immigration Law in California

My friend never received a work authorization document from the USCIS within 90 days after filing for permanent residency. What can and should be done?

Assuming that your friend also filed for the I-765 application for employment authorization, and that he received a receipt notice, then he should call the USCIS 1-800 number on the receipt notice to follow up, providing receipt number, date filed, etc. You can also enter the receipt number on the USCIS website online and see whether a card has been issued. If no action despite the inquiry, you may make an infopass appointment and see whether can get an interim EAD card.

Confirm adjudication hasn't happened via the CIS website with the receipt notice number by going here: https://egov.uscis.gov/cris/jsps/index.jsp.

If it hasn't been, It might be possible to expedite this request, depending on your location and local rules concerning expediting when the EAD card (Employment Authorization Document) is not issued in 90 days per regulation. Some jurisdictions permit this and have slightly different requirements for it.
