Legal Question in Immigration Law in California

Green Card - Panama - 1970's

If a person living in the US was born in Panama in 1953, in Panama City (NOT the Canal Zone) and neither parent was American - how could he get a Green Card at age 17 in 1970? Or is it possible that he just THINKS he is a LPR?
