green card

my son in law is married to my daughter for three years and they have a child. he is fom england and does not have papers to be here. what can be done for him to be leagal

If he entered the United States "inspected" (through an airport or through a border where a Customs Officer reviewed his papers), then he may be able to apply for permanent residence ("green card") while he is physically present in the U.S.
