H-1B Master mistakenly sorted as regular, lost lottery, refiling question

USCIS has mistakenly sorted my advanced degree application as regular. I have earned a US PhD years ago. We have refiled. What will USCIS going to do now that the master quota is gone? Do they have some visas for those kind of mistakes? And how long does it take to process my case? I think they resend it as premium process as well (like the first time), but I'm not sure.
