can an H4 visa holder win contest prizes such as photo contests? Is there a limitation in the amount of the prize won per year?

The prize rules determine if the contest is open to non-immigrants or not. As for prizes won, you may owe U.S. taxes, but there is nothing in the Immigration & Nationality Act that addresses the issues you are concerned with.
