Hello,
I am a green card holder, and have been living in USA for four and half years since Feb. 2006. Even if it is not 5 years yet, can I still fill out Form N-400 and take the Naturalization test lately?

You can file the N-400 up to 90 days before the 5 year anniversary of your permanent residence.
Did you travel outside the United States during the past five years? Did any of the trips last beyond six months? Your answers to the latter questions will be determinative of when you can submit your application. Notably, please make certain that you have been living in the State you are submitting from for a minimum of 90 days prior to applying.

You can submit your application for naturalization (Form N-400) 90 days prior to a 5-year anniversary since obtaining your green card.
