I was wondering whether a green card holder can petition a family member oversea who is between 21-30 years of age to come to America? Thank you.

Yes, a legal permanent resident can sponsor his/her single child 21+ years of age residing overseas. However, once the USCIS approves your family-based petition there is a waiting time for the priority date to become current. Currently they are processing cases in this category filed on or before 06/01/05.
