I-130 revoked news

actually the wife of my friend withdrew her i-130 about a few days before he got the permanent green cards, so the letters crossed eachother and the GC was received, so they mistake...I guess...can they still revoked it or it is to late now.

She can only revoke it before the I-130 is approved, after the I-130 is approved, CIS can give Notice of Intent to Revoke the approval of the I-130, to which your are entitled to respond, before the I-485 being approved, and then revoke it. After the approval of the I-485, which happens before the green card is ordered for processing, they have to go through the rescission process.

It's not about the green card and wife letter crossing in the mail, it is more technical than that.
