are there any laws to help an illegal alien whos been here for over 20 years get a green card?

There are two possible methods if you're not in deportation proceedings. One is a program called registry but you need to have been residing here for at least 30 years (before Jan. 1, 1972). The other program was the amnesty program which required you to have been here before Jan. 1, 1982 until about 1986. If you didn't apply for this program in the late 80's you probably don't qualify for "late amnesty" now unless you were one of those people who tried to apply then but was discouraged by the INS. It's kind of complicated.

If you're being deported, you can ask the judge for cancellation of removal.

Since you've been here for so long, another possibility exists if you've had children, or other close family members who are US citizens who can petition for you.
