Legal Question in Immigration Law in California

I m a US citizen and my parents have green card. I want to find out how we can apply for my younger brother who is currently in USA for education and has a visa.

- we want to apply right away but we are not sure how that works.

-does he have to go back to pakistan for this process or can he stay here once we apply for his immigration.
