Legal Question in Immigration Law in California

immigration marriage fraud

A person my mother met through a friend married a woman who is a US citizen and paid her $10000 in order for her to give him the green card. Since he doesnt live with her he had to fake addresses and names in order to hide this transaction. He went through investigation from immigration dept. and still got his green card. I want to report him but dont know if i will be heard
