immigration is currently processing which year petitions of non-IR (unmarried child

over 21 of U.s citizens ) category of california state?

This is federal law and applies anywhere in the U.S. If you are from anywhere other than Mexico, The Philippines, China or India, and are single (1st preference) those who applied before July 22, 2003 are current for processing. If you are married (3rd preference), those who applied before August 22, 2001 are current for processing. If you're from one of the countries mentioned, the backlog dates are different.
