Legal Question in Immigration Law in California

This is an immigration question. My stepdad is a U.S Citizen that ahas been married to my mom for almost 18 years now, but he barely put in a petition for my mom, I am 22 years old and unmarried do I qualify for U.S citizenship through my stepdad?

Unfortunately your stepdad would needed to have petitioned for you earlier, but your mom can sponsor you once she becomes a citizen.

Your stepdad must have petitioned for you before you turned 18. You may not derive citizenship through a stepparent. What do you mean when you say your stepdad "barely" put in a petition for your mom. Your mother may petition for you as a green card holder while you are unmarried or when she becomes a U.S. Citizen even if you are married.
