Legal Question in Immigration Law in California

my sister was accepted and her documents were ready to be given to her,however when her finger prints came in they were placed in my younger brother file, my sister was turning I believe 21 and the delay in the finger prints made her inelegible, this caused for her to lose her residence, can we go back and re-open her case, she did receive a notice about a year after that to go back for an interview but once we were there they didn't even know why they had contacted her,this was a mistake on their end is there anything that we can do?

Yes...she should be covered under Child Status Protection Act. I need to know more about the unerlying petition before I can advise.
