Legal Question in Immigration Law in California

immigration spouse

i am a permanent resident. which one would be better?

1) i marry my boyfriend now then petition him as my spouse; or

2) marry him now, wait after i become a citizen before petitioning him as my spouse

3)petition him via fiancee visa and just get married once he arrives here.

my boyfriend is out of the country now.

which one would enable me to get him here faster?

It depends on how many years you need to become US Citizen. If less than three years wait to become US Citizen.
