Legal Question in Immigration Law in California

My active duty military son (US
citizen) married June 3 2007. His
wife resides in Canada, and has dual
citizenship as a Canadian, was born
Guatamalan. She currently attends
the University in Hamilton. The goal
is to get her US citizenship and have
her live and go to school in California.
Where do we start? We also need
guidance on Canadian University
credits transferring to the Calif.
school system in order to decide the
efficacy of either finishing school in
Canada or the US. Thank you.
