Legal Question in Immigration Law in California

marriage between american and portuguese

I am a US citizen, and my boyfriend a citizen of Portugal. We plan to marry within the year, however we are both graduate students in Germany for the next 2 years. After we complete our degrees, we plan to move to the US, and we don't anticipate any issue with him getting a work visa. My questions are, 1. Would it be best to marry in the US (this would be in California or Nevada) to avoid paperwork hassles later, and is this even possible given the fact that neither of us live there now? 2. If we marry elsewhere, and I come back to the states 6 mo. to 1 year prior to him (it will take him longer to complete his degree) what to do regarding his legal status in the US (ie work visa or resident due to marriage or ???) I'm not very savvy on law so any input on marrying foreigners is greatly appreciated.

Marriage outside the U.S. is considered valid for immigration purposes.

You may also apply for his green card after marriage as long as both of you intend to permanently reside in the United States. It takes approximately 9-10 months to process and get approved.
